Approved 2023 Playing Rules, Bylaws and Resolutions

​NFL clubs adopted the following rules change, bylaw and resolution proposals today (April 28, 2023) at the NFL Annual Meeting in Phoenix Arizona:

1. By Philadelphia; amends Rule 5, Section 1, Article 2, to permit the use of zero ("0") as a jersey numeral; to allow kickers and punters to use any jersey numeral between 0-49 and 90-99.

3. By Los Angeles Chargers; amends Rule 4, Section 6, Article 3 and Section 7, Article 4, to make the adjustment of the play clock following an Instant Replay reversal consistent with other timing rules.

7. By Houston; amends Rule 15, Section 1, Article 2, to expand the Replay Official's jurisdiction to allow for review on failed fourth down attempts.

10. By Competition Committee; to change the definition of a launch to leaving one or both feet.

11. By Competition Committee; to make the penalty for tripping a personal foul.

12. By Competition Committee; to make the penalty for illegally handing the ball forward consistent with other illegal acts, such as illegal forward passes.

13. By Competition Committee; to make the penalty for illegal punts, drop kicks, or placekicks consistent with other illegal acts, such as illegal forward passes.

15. By Competition Committee; to prevent the offense from benefitting by an extension of the half as a result of their foul.

17. By Competition Committee; to clarify use of the helmet against an opponent by removing the "butt, ram, spear" language from Article 8 and incorporating those actions into Impermissible Use of the Helmet.

2023 APPROVED BYLAWS SUMMARY

3. By Competition Committee; to change the claiming period to Monday for players who are waived on the Friday and Saturday of the last week of the regular season.

4. By Competition Committee; to insert Strength of Victory as the second tiebreaker for awarding contracts.

5. By Competition Committee; to adjust the rules for postseason signings to account for standard elevations rule; to freeze postseason rosters at 4:00 PM New York Time on the Wednesday following the last week of the regular season.

2023 APPROVED RESOLUTIONS SUMMARY

G-2. By Buffalo; to make the regular season and postseason roster transaction deadlines the same; changes the transaction deadline for Saturday night postseason games to 4:00 p.m., New York time on Saturday.

G-3. By Los Angeles Chargers; to provide greater clarity as to a player's availability for a game.

G-4. By New Orleans, Atlanta, Baltimore, Buffalo, Carolina, Chicago, Cleveland, Dallas, Denver, Detroit, Green Bay, Houston, Indianapolis, Jacksonville, Kansas City, Las Vegas, Los Angeles Chargers, Los Angeles Rams, Minnesota, New York Jets, Philadelphia, Seattle, Tampa Bay, Tennessee, Washington; to establish one preseason roster reduction date and related procedures.

FUTURE HOSTS
• League executive Peter O’Reilly said a vote on host cities for the Super Bowl in 2026 and the NFL draft in 2025 won’t take place this week. O’Reilly said it’s likely to be on the agenda for the May meetings. Las Vegas hosts the Super Bowl next year and New Orleans will host the following one.
• Kansas City hosts the NFL draft next month and Detroit will host next year. No word on Green Bay’s wish to host the draft in 2025.

PRO BOWL GAMES
• O’Reilly said the reimagined Pro Bowl with a week of activities and competition capped by flag football is here to stay. He said 100% of players surveyed favor the new format.

Zero: Coming to Jerseys This Season


NFL owners approve proposal to allow players to wear No. 0

No. 0 is coming to the NFL. League owners approved the proposal to allow players to wear the number zero, NFL Network Insider Tom Pelissero reported Tuesday from the Annual League Meeting, per sources informed of the decision.

The Philadelphia Eagles proposed the change earlier this month to allow players to wear No. 0. The move builds on the 2021 resolution allowing most non-linemen to wear numbers 1-49.

The amended rule allows quarterbacks to choose from numbers 0-19; defensive backs 0-49; fullbacks, tight ends, halfbacks and wide receivers 0-49 and 80-89; linebackers 0-59 and 90-99. Offensive linemen remain relegated to 50-79, while defensive linemen can wear 50-79 and 90-99.

The amended rule also expands the numbers punters and placekickers can wear to 0-49 and 90-99, where they were previously allowed to wear 1-19.

College football has permitted players to wear No. 0 since the 2020 season.

Players are already pouncing on the chance to don the newly available number, with Jaguars receiver Calvin Ridley announcing shortly after the rule passed that he would wear No. 0.

2023 NFL Owners Meeting

So, you wanted to know more about the NFL owners’ meetings taking place now in Phoenix, Arizona? Well, even if you didn’t want to know more, we’re here to tell you anyway.

The first photo is the annual NFL coaches photo taken at the meetings. The rest of the photos are of the Arizona Biltmore Hotel, where they are “roughing it” this week.

NOTE: Since becoming a Packers owner in the 1997 stock sale, my invitation to attend the meetings has apparently been lost in the mail for 26 straight years. Maybe next year.

What’s on the Agenda at the NFL Annual League Meeting?

Rule and policy changes are usually at the forefront of league meetings. While potential on-field alterations will be on the table in 2023, another topic will be at the forefront of discussions.

Roger Goodell Likely To Receive Extension

Roger Goodell isn’t going anywhere, as ESPN reported NFL owners will likely finalize a multi-year extension for the commissioner at the league meetings. Goodell has been the NFL commissioner since taking over for Paul Tagliabue in 2006.

Per ESPN, Goodell has discussed a three-year deal, but no timeframe has been officially set in stone. This could potentially be the final extension for the 64-year-old Goodell, who could consider retirement at the conclusion of his next term.

According to the New York Times, Goodell earned $63.9 million for both the 2019-20 and 2020-21 fiscal years, with roughly 90 percent of that total coming via bonuses.

Proposed 2023 Rule Changes

NFL teams are encouraged to submit potential rule changes to the NFL’s Competition Committee, which will report its findings about potential adjustments to the league’s owners at the annual meeting. Any rule change must receive at least 24 votes from the NFL’s owners to be adopted.

Here are the rule changes being considered in 2023:

• Allow teams to maintain possession by executing a 4th-and-20 attempt from their opponent’s 20-yard line. This would be similar to the XFL’s gameplay, which allows clubs to attempt a 4th-and-15 in lieu of an onside kick (but only in the fourth quarter).

• Enable teams to carry a third quarterback on their inactive list or practice squad list who would be eligible to play if that team’s first two quarterbacks suffered injuries.

• Allow players to wear “0” as their jersey number.

• Make play clock adjustments after instant replay reversals “consistent with other timing rules.”

• Expand coaches’ challenges to include personal fouls.

• Provide teams with “more opportunities” for a third challenge.

• Expand instant replay to “allow for consultation regarding penalty assessment.”

• Allow replay officials to review failed fourth-down attempts.

• Make roughing-the-passer penalties subject to review or challenge.

• Alter the crackback block prohibition.

It’s That Time of Year...

While the rest of the country thinks of spring, baseball, the NCAA tournament, and whatever else, those of use who are Packers season ticket holders make sure that we DO NOT miss the deadline for 2023 season ticket payments. They are due by March 31, but we paid on the 16th to be eligible for prizes. And, if you’re like us, you have two payments to make (both Green and Gold packages), so the amount paid is even larger. Ticket prices went up this year, as they do semi-regularly. When we first got our Gold Package tickets in 1991 (for games played in Milwaukee), it had taken prices 72 years to climb all the way to $29 each. Since 1991, they have climbed a much steeper monetary mountain — to $129 each (our seats are in the end zones for both packages). It is what it is... what are you going to do?

Packers Pro Shop “Tent Sale”

Today was the annual Packers Pro Shop “Tent Sale,” although it hasn’t been held for several years. Nor was it held in a tent (it was held in the Johnsonville™ Tailgate Village — on the east side of the stadium). But it was a good sale, with everything at clearance prices, and we did our best to clear as many products off the tables as possible.
